this has a red back and white border on front - can someone confirm if its part of sears 3 pack or jc penny?

I think that's from Hasbro direct, the picture of the Sears/Penneys have a black border.

Since it has a white border it would be from the 1983 3-pack Asst 6197 Sears/JC Penny catalogs

Sorry for the picture clarity, I'm going to have to buy me a new camera. My camera takes good outside photos, but I can't get good inside photos at all. Anyways here's a picture of my 1982 & 1983 filecard set that this Snake Eyes goes with. I was very blessed to finally get the Scarlett here recently to finish my 1983 set.

Yeah,

You're actually correct. It was an error that actually got released, but it did come with the correct figure. The error was also released on a Canadian full retail card. I've included a picture of my Canadian filecards.
