Help with identifying a figure....

I came across this figure in a collection. The body is identical to the 1992 Ninja Force figure DOJO, complete with ninja arm action and belt/ribbon off the left hip...but the paint job is totally different and the head is different. I did not receive any weapons or accessories with him. The copyright is: 1991 Hasbro Made in China H-1 across the but of the figure.

Any thoughts on name and series?
