Does anyone know anything about this Customizer Variant Cobra Soldier?

I like to think that I am somewhat of an expert on GI Joe figures because I have been collecting them since 1984 and buying and selling them on eBay for about 10 years now. However, I still learn new things and discover new figures all of the time. I recently purchased a mixed lot of Joes and Cobras that contained this figure. The seller couldn't tell me much about it since he had bought it from someone else. The limited information that I found suggests that it is a bootleg figure cast using the mold of Cobra The Enemy v 1.5 from 1983.

Does anyone know anything about this? There is no Hasbro or date stamp on the figure but it matches up perfectly with the aforementioned one.
