Just my guess, it looks like some of those little party favor pieces from old birthday party sets.

Hey Curt! Those stamps came one of 2 ways. They either came on their own card or as a boxed set of 5 different ones. The boxed sets actually came with unique filecards on the boxes. Hope that helps.
