The latter's is also the face of a 12" figure that appears in the 1993's insert (http://www.yojoe.com/archive/inserts/lasers.shtml) 'Terrifying Lasers of Destruction'. Who's face is it?... Was it used for any other 12" figure before?...

Nope, the Cobra Infantry set you're referring to is a gear set, not a figure. The figure wasn't offerred.

CC's face under that hood only looks like a basic COBRA infantry figure--the same type that the 'Cobra' figure in 1982 is.

The only difference (from memory) is that CC had a sort of chain mail pattern on his 'mask.' Of course, this wasn't see through or anything.

i'm pretty sure when fred shot CC in the back they showed CC's lifeless body, and most of his face actually. he looked just like fred. not sure where they got the black hair thing from, other than that story where cc and destro are dressed in street clothes and cc has the ponytail wig on and destro had the white hair and beard.

The artist disguise is used by CC on a few occasions (beret, pony tail, sunglasses). In issue #98 or so they show a flashback of CC's rescue after Fred VII shot him and he does look just like the Freds. I figured that CC was so vain that he made the look alikes get plastic surgery to look just like him. I try not to base appearances too much on the toys because there are major problems with a lot of the figures that way (Duke's hair color, Lowlight's hair color, CC's skin tone - check out the Imperial Procession, Rampage, etc...).
