I want to file a complaint to Paypal about this seller who sent me
incomplete stuff & refuses to return my emails & inquiries about it

Everytime i try to file a claim, Paypal auto-fills an amount of $80+
which was the cost of everything, but in reality, I only want
like $16- refunded from this guy.

Any help?

If it auto fills the amount it may not be adjustable and you would have to explain the situation in their comment box. I am sure they can change the amount on their end (Just look at all the preople out there that only get partial refund!). Hope you have better luck with this than I have. The last claim I filed was because I only recieved half the items from a purchase. Paypals response was that it is all or nothing, since I had recieved something there was nothing they would do. Hopefully this policy has changed by now. Keep us posted.

You might try calling PayPal's 800# and ask if there is a way. Otherwise I can't think of a way, its an all or nothing for the buyer. I know the seller has the option to offer a partial refund in a dispute.
