Can a padded envolope with 1 or a few figures be sent letter post or would it have to go parcel post?

Yes it can be sent letter post. The only time you have to send something parcel post is if a box size doesnt meet the maximum sizer requirements for letter post or the package weighs more than 4lbs, which the padded is neither.
