I'd say that baldness breeds conformity. Everybody looks kind of the same if they're all white, bald, and has a mask over their mouth. Serpentor does it just to show that he's "down" with the grunts, as if to say, "Look, I may be created from a bunch of dead tyrants, but deep down, I'm just like you. Not like that prick Zartan, with his hippie hair...or cowl....what the heck is on that guy's head anyway? Can anyone help a Snake God out?"

I would say maybe the helmets rub the hair off in some places and it would look awkward if they didn't just shave it off.Kinda like bed head or that line you get when you were a Ball cap.:D

I tend to agree with the automaton theory. Cobra Commander has a faceless shapeless head, you would think his hoards of minions would be the same. Look at the Crimson guard, they are all made to look exactly the same.
