It's cool that there is a chance for those who didn't get the SDCC 2007 verison of Destro are given this chance to win. I know if I win, I'll be happy.

I'm curious, I was wondering if the winner has to pay any shipping and handling, along with any local taxes if they win or not? I'm from Canada, so that's why I'm asking.

Shipping is covered to anywhere, although to many (non-domestic) places it will probably be a slower option. Any taxes that might apply will be the responsibility of the winner. If needed, the original convention price will be the value on the customs ticket and the gift box will be ticked.
