krylon enamel quick dry- but use a primer first. preferably white.

games workshop regal blue is best (imo), but it's acrylic, and you have to seal it when you are done.

Testor's puts out a custom decal set for use with inkjet printers. They're the kind of decals that usually come with model kits. You have to cut them out and put them in water to activate the adhesive, then place them on the model.
