The Joes track Copperback in the hopes of finding Destro.
She eludes them when the tracker she is carrying "expires." The Joes try to place another tracker on her but fail.
Meanwhile Destro is experimenting in his new castle on creating a new type of soldier, part BAT, part man. Destro convinces the man the Joes are responsible for his fate, that Destro is keeping him alive.
This seems very akin to the plot in GIJOE Extreme involving Wreckage. Could this be what we are seeing? The character even looks similar to him and has fits of rage like him.
Oh and at the kicker is on the last page.
