Help me identify these two!

Thanks for any help you can offer, I just recently opened my toy vault from when I was younger and I have been trying to identify everything. So far I have found a few Holy Grail items (including the Mauler with Heavy Metal and original Mic!). Now I am trying to identify which items go to which joe, long task ahead of me as I have around 50 joes and many vehicles (TD, MBS, Night Hawk, just to name a few). Back in the day these were just toys, I didn't realize the collection I had sitting here all these years!

I found this 3.5" figure and I think it is the 2005 Short Fuze, but this one has brown gloves and boots. It says made in hong Kong below his belt on the back. Just wondering if there was a variant for this guy.
