I've never seen it, but I could duplicate it on the first figure with a pencil eraser rubbed over the sash for about 5 minutes. It would take it off completely.

Its just a factory error where the piece didn't got painted and no one noticed...

Funny thing about this one is even though its a factory error, it ends up being closer to how the figure is supposed to look than the actual non error version. If you look at any of the old artwork for Stormshadow, his belt is supposed to be white, the entire belt. The only black on him should be his cross strap that goes over his shoulder. This always erked me as a kid because I had a bad habit of noticing differences between card art and figure and then having to fix the issues myself with whatever meagre tools I had at the time.
