Gi Joe 2001 hq missile launcher without stand ??! What is this

I got some hq parts and it included two main cannons the one that goes with the hq with the stand and seat but then there's this other one same design with no seat and it's all one color where the other has different colored barrels and it has a hole with tabs where it fits into something and I have no idea what it goes to can anyone help since I can't post pics? Thanks
