I think I found a variant of 1987 psyche out, the variant has different color of pants.

Like the Alpine figure, this is just plastic discoloration.

Yes I agree with PJDonnell that the plastic is simply discolored and not a variant. First thing that tipped me off to that is the head of Psyche Out is discolored. I have seen this on a lot of GI Joe figures over the years that have been left out in the sun. The sun will discolor the face of the figure and sometimes the arms torsos and legs.
