Starting to restore some of my old figures, where do I buy o-rings & are they hard to replace?

They are super easy. You can look up GI Joe o-rings on ebay and buy them in bulk, or small lots. I personally using tattoo gun o-rings. They are slightly smaller, but MUCH more stretchable and do not hurt the barrels inside the torso of the figures.

you can buy them on ebay, just search for "gi joe o-rings" and there's lots of sellers. they're easy to replace but be aware that o-rings come in different sizes, you might get slightly bigger or smaller ones but they will all fit and work fine, the figure will just be slightly tighter or looser depending on the o-ring you use.
