Unknown part any help?

Hello everybody, it’s been awhile since I’ve been active on here and I’m a little disappointed that this great community seems like it slimmed down a lot. I’ve recently picked up a vehicle/playset lot 83-86 Arah, and this one piece is throwing me off as I can’t seem to locate what it is and where it goes. I searched the data base and eBay and I’m still baffled. Is it joe? Is it a later issue part ? The thru hole (center hole) is square not round if this helps.
