You can see some of them, take a look at the first pic again and you can clearly see at least one of the ties on the helicopter. If you look at the third pic you can see at least two ties on the helicopter and few more holding the feet/legs of the figures. Looks like it might be the real deal.

It was Vintage Stock in Springdale. It was brought down with the Joe team to try and sell as an exclusive to Wal-Mart to go along with the Operation Avalanve that K-Mart had. This happens alot here, vendors bring stuff down and then just leave it at Wal-Mart or leave it at their local offices. Wal-Mart will sell the stuff to employees at the Wal-Mart Sample store, the vendors will usally sell them at their own vendor sales or give them to churches to hold auctions to raise money. I have been to alot of those,(though Hasbro recently closed their offices here) and do occasionaly get some good finds (ToyBiz had left a bunch of stuff for a local charity this past december, though by the time I got there only TNA figures were left, drat!)

To answer the other questions, yes there are a million twist ties holding everything down, except poor StormShadow he came loose from the the bike.

The back of the box is white cardboard.

The figures are "place holders" I bet, this was thrown together to show Wal-Mart how the set would look. I see this alot at the sample sales. The TNA figures I found were like that, the Sting and mask set was an older Toy Biz WCW fig and hard plaster mask. The 2 packs were all white cardbacks with 2 random figure tied to it and photocopied pics and logos glued on. I had an X-Men the movie Wolverine test shot in white with white test shot accessories on an piece of cardboard with the movie logo taped to it.

Often package dimensions come into play when toys are competing for shelf space and this may have been a factor in this case.

I was going to say, this looks like a prototype set, not a custom. Something designed to showcase, to a degree, what the final set will look like. Still a cool find, though!

And don't get me started on the "13 wires/strings holding each piece in place making it nearly impossible to remove the toys"...

Also, notice the second picture - there looks to be some glue at the Fast Blast Viper's hip joint, liek the figures that were glued into poses for the TRU store display. This, to me, lends credence to the idea that this is some kind of mock-up Hasbro made for a proposed item.
