AT Set question

While waiting for some of those 2.5 sets to show up at my local TJ Maxx, I broke down and got my Joe fix by purchasing a coupla AT sets from Meijer (Tomb Raider Snake Eyes and Tiger Taming Storm Shadow.) which are now on clearance for 14.99.
The sets, while not as military as I usually like do have their appeal, especially the TR SE remold (I put the Commando SE bandolier on him, being that the weapon he's carrying actually uses that ammunition!)
The question is, has anyone else noticed that the range of motion in SE's neck is not as flexible as Storm Shadows? SE's head always seems to be slightly bowed, while SS can look up at the cieling if he wants to. Did I get a bum AT SE, or are they all like that?

I believe they are all like that. Some of the 8 inch heads cannot look up into the sky. That kinda bothered me too.
