Can you help id these toys?

Looks like an old James Bond figure from the 60's or 70's. He certainly looks more George Lazenby than Sean Connery or Roger Moore.

I have another question that may mark me as a Joe no-nothing, but I have two missiles that are the same color and general shape as those on the Stinger, but they are shorter and have a peg like they were in two parts. I don't see any Stingers with these two part missiles...where did these come from?
