edit: Funny after posting this, I was looking back and saw I mentioned the same character, now I have him on my shelf.

If this was SW, Hasbro would have done them all by now.

I was aware of some of the previously released figures when I wrote my list. I guess I was listing versions of a character I wanted, rather than just the character themself. The Kwinn I want is the one in the Khaki shorts and shirt from the original Rio Lindo storyline in the comics (#12 and 13 with Kwinn staying around until #19). The Hard Master I want is the Ninja costume as seen in #26. To my knowledge, those versions of the figures have not been released to date.

Exactly. That's why I made the distinction that I wanted to see the figures on my list in ARAH form/specific versions, too.
