To answer my own question:

I contacted Kailyns and asked if I could use the coupon code on Ebay.

They said no...

But, since I was going to be making a sorta large purchase, 20 single cards, they said they would be happy to apply a 10% discount to my Ebay buys.

In the end, the discount mitigated Kailyn's high shipping fees, the entire order came out cheaper than it would have cost from HTS, I didn't have to pay sales tax, and there were no ONE PER CUSTOMER buying limits spoiling the splurge.

I didn't care enough to get the details straight, but I think you can get a free Senior Ranking Officer three pack when you buy one of the TRU exclusive five packs, (CGs or FF and Greenshirts or WTF that set's called)
