True, but rarity is a measure of how many of something exist. Price is a measure of how many people want the ones that are out there.
I can point to hundreds of examples of items that command high prices being more commonly found than less expensive items. A AF carded Scrap Iron would be a good example of a rare piece that simply doesn't attract enough interest from a large enough portion of the population to draw a high price if sold.
Personally, my rarest figure might be my red and yellow Beach Head from Funskool. In the eight years or so since I have bought him, I have only seen maybe a half dozen others - and only two of those have been up for sale at the time. But I only paid $28 for that figure. I paid much, much more than that for my Cobra Mortal, but I see them up for sale about once a month. The Beach Head is unquestionably rarer, but the Mortal is more in demand.
