Mortal Kombat Kano and Reptile figures

So I am adding the Mortal Kombat line to my collection. I have come across a Kano and Reptile figure each sealed in a baggie. Are these drivers or mail aways? They have been listed on eBay as both?

They came with vehicles. Maybe bagged figures were also found as overstock but I don't think they were ever mail-ins. They originally came from China bagged and the vehicles were made in the USA back then.

My OCD helps.

They look pretty cool and share the weapons from many of the Ninjas from the Joe line that I decided to make them a part of my collection. It should not be too difficult to complete the set.

Hasbro re-issuing GIJoe molds for non-Joe toy lines is cost effective, but in this enthusiasts opinion...you guessed it...NotCool.
