I am sure I will feel foolish after getting the answer but I have to ask. I got this for the first time yesterday and I cannot figure out how it works or what it is supposed to do. Any help will help me sleep tonight. Thanks.

The hoop part goes over his shoulders and fits into place around his waist. Almost looks like backpack straps when you're done.

Yes it does. I was trying to get it with the backpack some how. I gues I got that from the package art.
